More Than a Vote

Worker members of a Joint Health and Safety Committee are selected by the workers they represent, not appointed by the employer. That selection is the whole basis of the member's authority: they are there on behalf of colleagues who cannot all sit in the room, and the mandate comes from those colleagues rather than from management.

In practice the job is follow-through. A concern raised on the floor has to reach the committee, get recorded, turn into a recommendation, and then be chased until the employer responds. An employer is required to respond in writing to written recommendations, which is precisely why the paperwork matters — it converts an informal complaint into something that has to be answered.

The song sits with a member who expected a title and found a responsibility. It is useful wherever people are being asked to stand for the committee, or where an existing committee has drifted into rubber-stamping minutes rather than representing anyone.
